Uniform Application

One application that can be used for many of the Montana Housing Loan, Grant and Tax Credit Programs.

The Uniform Application (often referred to as the UNIAPP) and the forms provided below were developed by a working group composed of representatives from all participating programs to reduce time, effort and expense incurred when applying to multiple agencies for financial assistance.

Each program has a unique mission and individual program requirements along with different ranking priorities for funds. It is important for the applicant to contact each program to obtain the program-specific application guidelines and any program supplemental information or materials required.

Introduction and Program Descriptions 

This Uniform Application for Montana Housing Loan, Grant and Tax Credit Programs packet contains the common forms and checklists the applicant must submit when seeking financial assistance from any of the funding programs listed below.

The participating programs developed this packet and common forms and checklists to reduce the time, effort and expense incurred when applying to multiple agencies for financial assistance.

The applicant can copy the completed forms and checklists in this packet and submit them to any of the participating programs. Refer to the program descriptions to identify eligible applicants.

Electronic Submission of Housing Applications

The Housing Programs at MDOC (Montana Department of Commerce) highly recommend and strongly encourage applicants to submit applications to the above referenced programs electronically.   The MDOC has a system that is very simple to use.  If you are not able to submit electronically paper applications will be accepted in the same methods as in the past.  The following are instructions on how to submit electronically:

  • At least one week (even earlier if you can) before the submission deadline or when you intend on submitting send an email to:housing@mt.gov

    • This email will list the Project Name and Location (City/Town) and the person(s) you want to have authority to upload your application documents.You can list as many person(s) as you like but we encourage you to limit this access.The information needed for each person will include Name, Title, Organization, Phone Number and Email.

  • Your email will be processed as soon as possible.Each authorized user will receive an email with a link to ShareFile, our file transfer system.You will see a series of folders for your project where application files can be uploaded.

  • There are two option for uploading your application:

    • Complete Application – You can submit your complete application in two files, the first being the Uniform Application in Excel format and then a file in PDF format for all the other sections bookmarked for easy reference or; (not available for tax credit pre-apps)

    • Application by Section – Folders have been pre-established that you can upload each section of your application.All standard formats can be accepted (i.e. excel, word, pdf etc.) If you have a less common format you need to use please contact us to see if we are able to accept.Please limit the number of files for each section by combining files.It will just make your application easier to understand.

  • Application Submission can be done in the following ways: (please verify all final files have been uploaded or your application could be deemed incomplete)

    • If you are submitting an application that does not have a hard deadline or you are submitting before a deadline send an email to housing@mt.gov notifying us you have officially submitted your application.We will then go in and limit your access to application files.You will not be able to upload anymore files for your application.If an application fee is due make sure you have made arrangement for delivery to our office prior to submission.

    • If you are submitting an application at the deadline you need to make sure any application fees have been delivered to our office prior to the deadline.At the deadline time we will automatically limit your access to application files.You will not be able to upload files anymore and your application will automatically be considered submitted.

Use the instructions as you complete the Uniform Application Form for Montana Housing Projects.  Unless otherwise specified, fill in all blanks (if the question is not applicable, type NA or use a zero in the appropriate space).  Please note:  this application form was developed using spreadsheet software and will automatically calculate totals, etc.
