2008 HOME Rent and Income Limits
The 2008 HOME rent and income limits have been published and are EFFECTIVE April 12, 2008. You must continue to use the 2007 rent and income limits until April 12, 2008. You may access the rent and income limits from the following links:

Please note: Any increase in rents for HOME-assisted units is subject to the provisions of outstanding leases, and in any event, the owner must provide tenants of those units not less than 30 days prior written notice before implementing any increase in rents.

Please note: Income Limits for Carbon and Yellowstone Counties are included in the Billings, MT MSA; Cascade County is included in the Great Falls, MT MSA; Missoula County is included in the Missoula, MT MSA.

NOTE: In March 2008, the Montana Board of Housing Homeownership Program temporarily suspended its regular bond program because of the high cost of funds on the bond market (link to MBOH Homeownership Program web page for additional information). However, MBOH continues to have an ample supply of funds for its set-aside programs that provide first mortgage funds for HOME down payment programs. See attached information from the MBOH Homeownership Program.

2008 COMPETITIVE GRANT APPLICATIONS RECEIVED
The deadline for federal fiscal year 2008 HOME funds from the Montana Department of Commerce was February 15, 2008. Four applications, requesting $1,619,911 in HOME funds, were received. Click here to link to a summary of the applications received.
FFY 2007 SECOND ROUND OF FUNDING FOR CHDOs
The application deadline for the second round of FFY 2007 HOME Investment Partnerships Program funds was August 1, 2007. Three applications, requesting $1,150,000, were received and competed for $591,912 in CHDO set-aside funds. Click here for a summary of the projects awarded. 2007 COMPETITIVE GRANTS AWARDED
The deadline for federal fiscal year 2007 HOME funds from the Montana Department of Commerce was February 16, 2007. Eight applications were received and competed for $2,048,507 in FFY 2007 HOME funds. The MDOC has tentatively awarded $1,500,000 in funding for three of these projects. DRAFT Owner-Occupied Housing Rehabilitation Standards
HUD requires the HOME Program to have written rehabilitation standards. Rehab projects must meet those rehab standards AND state/local codes. If there are no applicable state/local codes, the rehab must meet the Uniform Building Code, National Building Code, or Standard Building Code; OR CABO One-to-Two Family Code; OR FHA Minimum Property Standards.
The HOME Program has developed DRAFT Owner-Occupied Housing Rehabilitation Standards and will be accepting comments on those Standards through December 28, 2007.

Revised set up & completion reports, including instructions (Exhibits 3-K, L, M, & N) are available on the HOME Admin Manual Web page. In spring 2006, HUD formalized a new outcome performance measurement system for the HOME, CDBG and ESG programs, which requires entering additional data into HUD's Integrated Disbursement & Information System. The MDOC and its HOME program grantees must enter the additional data into the updated version of IDIS as of October 1, 2006. Use of the revised forms and reporting of the additional data by all current HOME program grantees is mandatory.
