2009 HOME Program Application Guidelines

The application deadline for 2009 was Friday, February 13, 2009. Six applications were received.
NOTE: The HOME Program did not receive a sufficient number of applications to fully award its 2008 competitive funds. Normally, when the program does not award all its funds for a given program year, a second round of competition is held and the competition is opened up to entitlement cities (Billings, Great Falls, and Missoula) and the other qualified applicants operating within those cities' boundaries. However, a second round of competition was not held for the unallocated 2008 competitive funds; instead, those funds were being rolled into the 2009 grant competition. Therefore, the 2009 competition was open to the entitlement cities and the MDOC-certified community housing development organizations (CHDOs) and public housing authorities (PHAs) operating within those cities this one time only.

HOME Program applicants must submit proposals that are consistent with the Montana Consolidated Plan. Before submitting an application, an Applicant must request, in writing on the Applicant's letterhead, a Certification of Consistency with the Consolidated Plan. The letter must include a brief description of the project including type of project, location, beneficiaries, etc. The Applicant may request in its letter that the certificate be sent to a third party (e.g., grantwriter). The Applicant must submit the MDOC Certification of Consistency in its application. Requests for a Certification of Consistency should be made at least one week in advance of the application due date and should be addressed to: Leslie Edgcomb, Consolidated Plan Coordinator; MT Dept of Commerce, Housing Division; PO Box 200545; Helena, MT 59620
