J.P. Crowley, Board Chairman


J.P. Crowley - Chairman
Current Term: January 6, 2013 to January 1, 2017

J.P. graduated from Montana State University and owns and manages 40 apartment units in Helena. He was elected to the National Council of State Housing Boards in 2006. He has served on several nonprofit boards and formerly worked for U.S. Senator Max Baucus. He is married and has two young children. Mr. Crowley was appointed to the board by Governor Schweitzer in 2005 and elected chairman in 2007.


Jeanette McKee, Vice Chair


Jeanette McKee - Vice Chairman
Current Term: January 6, 2011 to January 1, 2019

Jeanette is a former legislator, and has served as development officer of the Montana Historical Society Foundation and as an advisor to the National Trust for Historic Preservation. She's currently a real estate agent in Hamilton and serves on the Daly Mansion Board. She holds a bachelor's degree in elementary education from the University of Montana.



Sheila Rice, Secretary


Sheila Rice - Secretary
Great Falls
Current Term: January 6, 2011 to January 1, 2019

Sheila has been the Executive Director of NeighborWorks Great Falls and NeighborWorks Montana since 2003. In 2005, she was selected for the NeighborWorks America Achieving Excellence Program at Kennedy School of Government at Harvard University. She was selected as the national NeighborWorks’ Emerging Leader of the Year in 2007. Sheila holds a BS in Chemistry and an MBA. She served in the Montana House of Representatives in 1991 and 1993 legislative sessions and was a member of the Montana Redistricting Commission in 2000. In 2009, she received HUD's Lightning Rod Mover and Shaker Award. She was appointed to the board of directors for the Montana Board of Housing in 2010.


Bob Gauthier


Robert (Bob) Gauthier
Current Term: January 6, 2011 to January 1, 2019

Bob has worked for the Confederated Salish and Kootenai Tribes for 25 years in various positions, including consumer credit counselor and director of the housing authority. Bob is a consultant and the chairman of Eagle Bank in Polson. He is currently involved full-time in the development and the management of real estate and has developed specialized training and technical assistance for Indian housing resources. Bob has served on many boards, including as a presidential appointee to the Community Development Financial Institutions (CDFI) Advisory Board.

Doug Kaercher


Doug Kaercher
Current Term: January 6, 2013 to January 1, 2017

Doug currently serves as the Finance Director for the City of Havre. Born and raised in Havre, he has dedicated over 25 years of his career to local government. Doug has served as Hill County Commissioner, Havre City Councilman, as an Administrative Law Judge for the State Tax Appeal Board and numerous other Federal, State and local boards. Doug also owns and operates Top Flight Properties in Havre specializing in property development and management. Mr. Kaercher was appointed to the board by Governor Bullock in 2013.

Pat Melby


Patrick E. Melby
Current Term: January 6, 2013 to January 1, 2017

Pat grew up in Missoula and received Bachelors and Juris Doctor Degrees from the University of Montana. Pat was in the private practice of law with the firm of Luxan & Murfitt, PLLP, from 1981 until his retirement in July of 2010. He was outside general counsel to the MBOH for over ten years prior to his retirement. While working as a staff attorney in the Governor's Office of Budget and Program in the mid-1970's, Pat chaired a housing advisory council appointed by Governor Tom Judge and drafted the Montana Housing Act of 1975. This Legislation is the enabling act for the MBOH and the basis for most of its activity.

Ingrid Firemoon

Current Term: January 6, 2013 to January 1, 2017

Ingrid Firemoon is a Child Protection Specialist with Montana Department of Health and Human Services (DPHHS). She earned her Bachelor of Science from the University of Mary majoring in Business with a concentration of Management. She earned her AAS in Native American Studies from FPCC as well as a certificate as a Law and Justice Assistant from FPCC. She also graduated as an Advanced Specialized Welder Layout from Coastal Bend College in Beeville Texas.

Ingrid is a member of the Red Bottom Clan of the Assiniboine and a Navy Veteran.

As a former Tribal executive board she served on the Fort Peck Housing Board. She was also the Executive director for the United Native American Housing Association for 4 years.

Ingrid has volunteered on many committees in her local community which include the Boys and Girls clubs, pow wow’s and Veteran committees and events.
